Past Initiatives
The Maine School Leadership
Network was created and financed by MDF in 1999, in partnership
with the University of Maine System and Maine LEAD. The purpose of the Network is to build the leadership capacity of
teachers, principals and other building administrators in order to increase
student learning. Regional cohorts of
20-40 educators participate in the two-year intensive program and earn up to 15
graduate credits at UM or USM. This
successful and innovative program is currently administered by the University

The Maine Health Care Performance Council was
established by Governor’s Executive Order in September, 2002, as a result of
the Year 2000 Blue Ribbon Commission on Health Care. MDF administered the Council and performed the analysis of health
care issues. Financed by a grant from the Robert Wood Johnson Foundation, the
Council’s purpose was to prepare and maintain a long-range vision, goals,
objectives and performance measures for Maine’s health care delivery
system. The intent was to inform
decisions by citizens, health care professionals and policy-makers. The Council
completed the first phase of its work – establishing a vision and goals, and
identifying performance measures – but was unable to secure funding to continue
and terminated operations in February 2003. Click here for access the Council’s

The Year 2000 Blue Ribbon Commission on Health Care
was also created by Governor’s Executive Order in January, 2000 with the
purpose of examining the cost of health care in Maine, and the drivers of those
costs. MDF staffed the Commission and
performed its analytic work. The 5-member Commission completed its work in ten
months and presented its findings to the Governor and Legislature in December,
